European Steinway actions, as well as brands like Fazioli, Bösendorfer, Blũthner etc., are made by Renner. However, these actions are far from a general standard but instead are designed exclusive by respective brand and license made by Renner. A few years ago Steinway acquired Renner and it's now a part of the Steninway corporation so I guess that's a big reason why they put it in the American Steinways too. Bechstein too used to have their actions made by Renner but nowadays they make their own actions.
