We went on the Maid of the Mist cruise. They gave us red plastic ponchos to keep dry. They mostly work, but the face is left unprotected, so you get wet. There's no chance to take photos because the whipping winds and water spray gets to be ferocious as you near the falls.
But it's worth the slight misery. The falls tower 150 feet above the river, and the Horseshoe Falls have you surrounded in a 180 degree arc of falls. The view is truly spectacular.
