I also read that bit. My guess is, that they'll allow you an iLok registration on two computers, if you like. Running it on one computer, you'd need one of the two.
Cynically remarkable is, that they actually allow the iLok machine registration variant for these freebies that many people want, hoped for, yet are refused, for the regular VSL libraries. All in all very, very strange.
Long story short, if a free instrument is free, why would you even need a license to begin with. That would only come from a marketing/sales agenda I assume: every new account is a sales lead for paid instruments.
