It’s been over 6 years since i had a reason to troubleshoot a Windows system / startup problem….so, my suggestions may ( unaware to me) no longer apply.
System Restore - might help with this BUT it requires the presence of at least one check point - done prior to your current problem arising - in order to have a chance of helping.
Booting to Safe Mode - might help but this sort of assumes that, once in Safe Mode, you can undo whatever change was made that in turn caused this start up SNAFU; it’s at least worth my asking - the last time your system booted as expected and you were able to use the system, what, if anything, did you do that might have acciddntalky caused this startup problem?
PS. Seriously, i do not know if BIOS is even present in modern PCs, but you could try booting to BIOS to see if this, as a stepping stone, allows you to iD a way out.
