It depends on what your goal is, but unless you need that level of tininess, I'd probably suggest something from a known-reputable manufacturer.
https://www.newegg.com/gigabyte-gb-bmce-5105-bwup/p/N82E16856164162 has got the same CPU. You'd need to put in RAM and storage.
Now that I'm looking at that Gigabyte system, I'm tempted to pick one up. I had another Gigabyte mini PC a few years back. It didn't last as long as I'd expect full-size PC hardware to last, but it certainly exceed the warranty by a fair margin.
As far as comparing it to laptops, there are refurbished Dells which I think would be price/performance comparable, when you subtract out the value of the monitor alone.
